Notice is hereby given on February 11, 2019 the Town of Union enacted All-Terrain Vehicles (ATV)/ Utility Terrain Vehicles (UTV) Trails and Routes, Ordinance 2019-02. The Town of Union will allow ATV/ UTV usage upon all roadways as specified by the ordinance which becomes effective February 22, 2019, the day after publication. The routes are created pursuant to township authority as authorized by 23.33 (8) (b), Wis. Stats. The applicable provisions of 23.33 Wis. Stats. regulating ATV/UTV operations pursuant to routes and trails are adopted. Town of Union, Waupaca County, Wisconsin
Section 1-Intent
The Town of Union, Waupaca County, Wisconsin hereby adopts the following all terrain vehicle (ATV) and utility terrain vehicle (UTV) upon roadways listed in Section 3.
Section 2-Statutory Authority
This route is created pursuant to township authority as authorized by 23.33 (8) (b) , Wis. Stats. The applicable provisions of 23.33 regulating ATV/UTV operations pursuant to routes and trails are adopted.

Section 4-Conditions
Section 5-Enforcement
This ordinance shall be enforced by any law enforcement officer authorized to enforce the laws of the State of Wisconsin.
Section 6-Penalties
Wisconsin state ATV/UTV penalties as found in s.23.33 (13) (a) Wis. Stats. are adopted by reference.
Section 7-Severability
The provision of this ordinance shall be deemed severable and it is expressly declared that the Town of Union would have passed the other provisions of this ordinance irrespective of whether or not one or more provision may be declared invalid. If any provision of this ordinance or the application to any person or circumstances is held invalid, the remainder of the ordinance and the application of such provisions to the other persons circumstances shall not be deemed affected.
Section-8 Effective Date
This ordinance becomes effective upon passage and publication.

What are the Best Ways to Clean Monument Stones
Recently, Greg Mathewson from Mathewson Monuments in New London shared the following information with member cemeteries to pass on to families to keep headstones looking their best…..
Cleaning of a granite monument can be done by:
- Professional Cleaning arranged through your own monument company
- Pressure washer (use only water, rinse well)
- Doing it Yourself
First Question: Is it Granite or Marble?
Gray or white is marble (softer) than the colored and polished granite. Marble was most popular from the 1880’s to 1930’s.
Gray granite is the least expensive, but there are 26 different colors of granite to choose from.
Steps in Cleaning a Monument Stone Yourself without Doing Damage
Dirt sprays up from the ground, air pollution, wind, smoke, birds etc. collect on stones
- While the stone is dry, shave moss and lichens off with a plastic razor blade in a paint stripper holder.
- Always clean with a very soft bristle brush, use one for cleaning, another for rinse and buff. A plastic or stiffer brush may scratch the surface, leaving new places for dirt, moss and lichens to attach. Recommend scrubbing with a dairy brush used to clean a bulk milk tank. They come in several handle lengths.
- Once lichens and moss are removed, the key to a good clean is LOTS of water
- Prewet the monument before cleaning after scraping off any lichens and moss
- Start cleaning at the bottom of the monument and work your way up so dirt doesn’t stain as it drips down the monument.
- Cleaning can take a lot of elbow grease, but it’s worth it
- Do it yourself and expect at least a 50% improvement in the stone’s appearance
- Rinse all dirt or soap residue off stone, then rinse again. If you don’t get it rinsed thoroughly any cleaning product remaining will cause streaks on the stone. Over time, the soap residue can permanently etch the stone.
Cleaning of a marble monument
- May add a bit of Comet or Barkeepers Friend or Dawn dish detergent to the cleaning water.
- Follow same steps as above, scrap off any moss or lichens with plastic razor blade. Then prewet, scrub with soft brush, RINSE well.
- Don’t use bleach or ammonia to clean a monument as they are too harsh and will dry out the marble stone encouraging it to crumble or it can remove the polish from granite.
- Using a carbonated beverage will clean the stone but the citric acid in the product may cause permanent pits or streaks in the stone if not rinsed EXTREMELY WELL.
- Use an ice scraper to gently clean off any soil or sod from the concrete foundation slab.

TOWN OF UNION DOG OWNERS
Dog licenses will need to be obtained by mail. Licenses are due and payable before April 1, 2023. Please mail your dog fee to SANDRA WERTH, TOWN OF UNION TREASURER, E6820 STATE ROAD 22, BEAR CREEK WI 54922. Along with the fee, please include a copy of the dog’s rabies vaccination certificate and a self-addressed envelope. The fees are $10.00 for male or female (un-spayed or un-neutered) and $5.00 for a spayed or neutered dog. You may apply for a multiple dog license if you have more than one dog. The fee is $35.00 for 12 or fewer. Once the information and fee has been received Sandy will mail the dog tags to you. Any dog not licensed timely will be assessed a $10.00 late fee. We will be enforcing this.
We continue to have some issues with animal control. Please make sure you maintain the safety and welfare of your animals. Please keep your dogs on your property. Your animals should be in your control at all times. Do not let them chase deer, wildlife, etc. Also, be mindful of your neighbors! Please minimize uncontrolled, continuous barking. Thank you in advance for your cooperation.

NOTICE IS HEREBY GIVEN that the adjourned Board of Review held on June 6, 2022, for the Town of Union, Waupaca County, will reconvene on Wednesday, August 17, 2022, from 6 pm to 8 p.m. at the Union Town Hall, E6592 State Road 22, Bear Creek WI.
PLEASE BE ADVISED it will be by appointment only and appointments must be made 48 hours prior to the meeting. ALSO PLEASE BE ADVISED of the following requirements to appear before the Board of Review and procedural requirements if appearing before the Board:
1. No person will be allowed to appear before the board of review, to testify to the board by telephone or to contest the amount of any assessment of real or personal property if the person has refused a reasonable written request by certified mail of the assessor to view such property.
2. After the first meeting of the board of review and before the board's final adjournment, no person who is scheduled to appear before the board of review may contact or provide information to a member of the board about the person's objection except at a session of the board.
3. The board of review may not hear an objection to the amount or valuation of property unless, at least 48 hours before the board’s first scheduled meeting, the objector provides to the board’s clerk written or oral notice of an intent to file an objection, except that upon a showing of good cause and the submission of a written objection, the board shall waive that requirement during the first 2 hours of the board’s first scheduled meeting, and the board may waive that requirement up to the end of the 5th day of the session or up to the end of the final day of the session if the session is less than 5 days with proof of extraordinary circumstances for failure to meet the 48-hour notice requirement and failure to appear before the board of review during the first 2 hours of the first scheduled meeting.
4. Objections to the amount or valuation of property shall first be made in writing and filed with the clerk of the board of review within the first 2 hours of the board’s first scheduled meeting, except that, upon evidence of extraordinary circumstances, the board may waive that requirement up to the end of the 5th day of the session or up to the end of the final day of the session if the session is less than 5 days. The board may require objections to the amount or valuation of property to be submitted on forms approved by the Department of Revenue, and the board shall require that any forms include stated valuations of the property in question. Persons who own land and improvements to that land may object to the aggregate valuation of that land and improvements to that land but no person who owns land and improvements to that land may object only to the valuation of that land or only to the valuation of improvements to that land. No person may be allowed in any action or proceedings to question the amount or valuation of property unless the written objection has been filed and that person in good faith presented evidence to the board in support of the objections and made full disclosure before the board, under oath, of all of that person’s property liable to assessment in the district and the value of that property. The requirement that objections be in writing may be waived by express action of the board.
5. When appearing before the board of review, the objecting person shall specify in writing the person's estimate of the value of the land and of the improvements that are the subject of the person's objection and specify the information that the person used to arrive at that estimate.
6. No person may appear before the board of review, testify to the board by telephone or object to a valuation if that valuation was made by the assessor or the objector using the income method of valuation, unless the person supplies the assessor with all the information about income and expenses, as specified in the assessor's manual under s. 73.03 (2a) of Wis. stats., that the assessor requests. The Town of Union has an ordinance for the confidentiality of information about income and expenses that is provided to the assessor under this paragraph that provides exceptions for persons using information in the discharge of duties imposed by law or the duties of their officer or by order of a court. The information that is provided under this paragraph, unless a court determined that it is inaccurate, is not subject to the right of inspection and copying under s. 19.35 (1) of Wis. stats.
7. The board shall hear upon oath, by telephone, all ill or disabled persons who present to the board a letter from a physician, surgeon, or osteopath that confirms their illness or disability. No other persons may testify by telephone unless the board, in its discretion, has determined to grant a property owner’s or their representative’s request to testify under oath by telephone or written statement.
8. No person may appear before the board of review, testify to the board by telephone, or contest the amount of any assessment unless, at least 48 hours before the first meeting of the board, or at least 48 hours before the objection is heard if the objection is allowed under s.70.47 (3) (a), Wis. Stats., that person provides to the clerk of the board of review notice as to whether the person will ask for the removal of a member of the board of review and, if so, which member, and provides a reasonable estimate of the length of time the hearing will take.

TOWN OF UNION, WAUPACA COUNTY
A public hearing will be held by the town board on Monday, December 6, 2021, at 6:00 p.m. at Union Town Hall located at E6592 State Road 22, Bear Creek WI. After all public comments have been heard, the town board will hold their December meeting.
The purpose of the hearing is to take public comments regarding adopting an ordinance to change the fire inspections from being completed twice a year to once a year. It shall be at the discretion of the fire chief to inspect properties with violations or safety issues more often. In no case shall the period between inspections exceed 15 months.

VOTING BY ABSENTEE BALLOT IN THE November 8, 2022 PARTISAN OFFICE ELECTION
Any Any qualified elector who is unable or unwilling to appear at the polling place on Election Day may submit a ra request to vote an absentee ballot to their municipal clerk. A qualified elector is any U.S. citizen, who will be 1be 18 years of age or older on Election Day, who has resided in the ward or municipality where he or she wishwishes to vote for at least 28 consecutive days before the election. The elector must also be registered in ordein order to receive an absentee ballot. Proof of identification must be provided before an absentee ballot maymay be issued.
You must make a request for an absentee ballot in writing or online at MyVote.wi.gov.
Contact your municipal clerk and request that an application for an absentee ballot be sent to you for the
p primary or election or both. You may also submit a written request in the form of a letter, or you may apply
for an absentee ballot online at MyVote.wi.gov. Your written request must list your voting address within
the municipality where you wish to vote, the address where the absentee ballot should be sent, if different,
and your signature. You may make application to your municipal clerk for an absentee ballot by in person,

The municipal clerk will deliver voted ballots returned on or before Election Day to the proper polling

The Board of Review will meet on the 6th day of June 2022 at 7:00 p.m.at the Union Town Hall located at E6592 State Road 22, Bear Creek WI 54922 for the purpose of calling the Board of Review into session during the 45-day period beginning on the 4th Monday of April, pursuant to Wis. Stat. §70.47(1).
Due to the fact the assessor is not available for us to hold it within the required time frame and the assessment roll is not completed at this time, the Board of Review will be adjourned until the 7th day of July 2022 when it will reconvene at 6:00 p.m. until 8:00 p.m. at the said town hall.
Open Book will be held Tuesday, June 28th from 10:00 a.m. until noon at the town hall.

Notice is hereby given there will be a meeting with Waupaca Online at 10:00 a.m. on Tuesday, October 18, 2022, at the Union Town Hall located at E6592 State Road 22, Bear Creek WI 54922, in the Town of Union, Waupaca County, State of Wisconsin. The purpose of the meeting is to have the free Broadband service installed at the town hall for having the two towers erected in the town. The second free service may be discussed as it has not been determined yet where that will be located.
The meeting is open to the public.
